So in this paper, we only choose two contents of urbanization to be the object of study ?employment structure, urban & rural population structure.

This article makes an empirical study on ethnic distribution,urban and rural structure,and major structure of female college students of ethnic minorities.

The construction of ruling-by-law in Chinese rural areas should be started out from the following respects:firstly,strengthen the concept development of ruling-by-law in all ways;secondly,promote the transformation of urban-rural structure;thirdly,improve and rationalize the democracy mechanism and implement the villagers autonomy;fourthly,integrate ruling-by-law resources based on objectivity.

We find out that some main problems exist in Heilongjiang structure of town and country through analysis of the situation of Heilongjiang structure of town and country,as the following:first,slow development of rural economy system;second,expanding the difference of non-agricultural industry between town and country;third,urgent transfer of surplus rural labor;and fourth,false urbanization.
