中国空间技术研究院所属的航天控制技术研究机构。1967年成立，前身是1956年建立的中国科学院自动化研究所的一部分。研究所主要从事空间飞行器控制系统及其测量、控制和执行部件的研究、设计、试验和小批量生产，并承担国民经济中控制系统工程的研制任务。所内设有卫星控制系统总体、计算机应用、光学敏感器、喷气推进技术、机电部件及设备、惯性器件、仿真技术和可靠性技术等研究室，有16个专用实验室和 4个生产车间。北京控制工程研究所在返回型对地定向卫星控制技术、科学实验卫星对太阳定向的控制技术和同步自旋稳定卫星的控制技术研究方面获得重要成果。出版物有《控制工程》（季刊）。
