Taking the cases of grand bridge & tunnel projects during different period in different cities in China, from several aspects such as investing subject, financial mode, government supporting policy and special legislation, the author pointed out the evolvement track of the investing & financing mode, from total government dominant to government guiding, market operation and society participation.
