界大战以后,美国因军费需要,大量发行公债。由于政府公债在二级市场上很容易变现,当时的一些商业银行大量购买政府公债,银行持有的短期国库券和其他证券都增加了,相应地,银行对保持资产流动性有了新的认识,可转换性理论也就应运而生。 可转换性理论认为,银行能否保持其资产的流动性,关键在于其资产的变现能力。只要银行掌握的证券具备信誉好、期限短、易于出售等条件,在需要资金时可以迅速地、不受损失地出售或转让出去,这样就能保持银行资产的流动性,贷款就不一定要局限于短期性和自偿性。 可转换性理论的出现,使商业银行资产业务的范围扩大,资金经营更加灵活多样,特别是找到了保持银行资产流动性的新方法。它比商业贷款理论前进了一步,对现代银行的资产流动性管理发挥了重要作用。但该理论也有其缺陷,它要求以充足的短期证券为条件,这种流动资产受市场影响较大。第一,它的价格受市场波动的影响较大,在银根紧缩时,各家银行都要求变现而出售证券,这时证券价格下跌,难保不受损失。第二,经济发生波动或危机时,证券抛售量大大超过购买量,这时也难以达到保持流动性的预期目的。所以,可转换性理论也不可能从根本上解决银行资产的流动性问题。【可转换性理论(资产转移理论)】第一次世
