它指缔约方通过谈判，就关税减让、市场准入等问题达成的保护性措施，主要是对发展中国家而言。在关税减让方面，对发展中国家一般有5到10年的缓冲期。例如，信息技术产品的关税，发达国家到2000年实行零关税；对发展中国家，可能到2010年或2020年才执行零关税。
