亦称“社会保障性减免”。主要是针对纳税人由于客观原因在生产经营上发生临时困难而无力纳税所采取的照顾性措施。例如，一些基础产业的国有企业由于扭曲的价格等原因造成政策性亏损，或纳税人由于自然灾害造成暂时性的财务困难，政府除了用预算手段直接予以财政补贴外，还可采取减免税的办法，减轻或免除这类纳税人的税收负担。由此可见，这类税收减免是带有福利性质的。值得注意的是，在采取这类税收减免时，必须严格区分经营性亏损和政策性亏损，要尽量避免用减免税手段去支持因主观经营管理不善所造成的亏损。
