日本现代新闻学研究和新闻教育的奠基人。1885年8月14日生于滋贺县。1977年7月18日卒于东京。毕业于东京帝国大学德国文学专业。早年曾任报社记者。1925年发起组织新闻学研究会，并辞去报社工作到东京帝国大学任教。1929年创建了日本的第 1个新闻学研究、教育机构──东京帝国大学文学系新闻研究室。1949年该室扩大为新闻研究所后，任所长。1951年被选为日本新闻学会首任会长，1967年退休后，被推举为终身名誉会长。主要著作有《日本新闻发达史》(1922)、《新闻原论》(1947)、《日本新闻史》(1949)、《内外新闻史》(1961)、《新闻研究50年》(1971)等。
