【法国对衍生市场的监管】从1982年开始，法国政府持续采用大量的赤字预算来刺激经济的增长，法国财政部开始利用资本市场筹集资金，促成了衍生市场的设立与整个法国资本市场的现代化。1985年法国财政大改革，为简化公债商品，将公债分为两类，一类为短期国库券，另一类为5年至30年期的政府债券;同时，为增加流通性，采用了标准化的方式发行政府公债，即增加了市场发行量，又促进了市场的流通性，提高了市场总值。 为了进一步活跃公债市场的交易，1986年成立了法国期货交易所(MNrIF)主要上市产品为法国公债期货与指数期货，标志着法国衍生市场交易活动的兴起。法国期货交易所的主管机关为“期货选择权管理委员会”(简称C州门，);法国衍生市场的监督机关为法国财政部，法兰西银行(法国中央银行)与交易所管理委员会(CoB)。 1984年1月抖日，由国民议会和参议院通过的《法兰西银行法》授权银行委员会对信贷机构的经营方式及财务状况的健全性进行审查监督。银行委员会负责安排检查巡视并对所有信贷机构的有关资料进行分析，制定分期的监督检查方案。银行委员会还委托法兰西银行执行具体的检查，巡视和资料分析工作。当发现信贷机构有违反银行业务规章及交易所规则的交易行为时，银行委员会有权发出命令，要求该信贷机构在限期内采取一切必要的措施恢复和促进其财务平衡或调整其经营行为，如果有触犯法律、法规的行为，以及没有按照指令行事或无视警告，银行委员会将给予更为严厉的处分。此外，根据《法国银行法》规定，还设立了信贷机构委员会，专门负责审批有关设立信贷机构的申请、颁发经营银行业务许可证。
