篇幅较小、简单装订成册的非定期纸质出版物。小册子起源于欧洲印刷术发明以前。16世纪西欧宗教改革时期出版了不少论战性的小册子。在英、法、美等国的历次重大政治斗争中，小册子一直是政治论战和宣传的有力工具。20世纪，小册子多被用作传递情报信息的工具。中国于1949年以后以小册子作为宣传和报道时事政策和开展科普教育的手段。
各国对小册子篇幅的规定有所不同，如比利时规定不满40页，加拿大规定不满49页，美国、日本规定不满100页等。1964年联合国教科文组织为了统计的目的,规定除封面以外至少5页,至多48页的非定期出版物为"小册子"，超过48页的为"图书"。
小册子具有内容广泛、时间性强、价廉易得等特征。中国在出版物统计和图书馆文献管理中，常把小册子作为图书处理。
