| 价格管制 price control 国家物价部门对价格的制定、调整和保持基本稳定所进行的计划、组织、指挥、协调、控制和监督。价格管制是社会主义国家的重要职能，它要从整个社会的利益出发去制定价格，从财政的承受能力出发去调整价格，从人民生活的安定出发去稳定价格，它对片面照顾某一集团、阶层的利益而任意涨价或变相涨价的损害消费者利益的行为，对不法分子投机倒把哄抬物价的行为，都有义务和责任去进行管理和制止。价格管制是国家采用的一种行政手段，实行统一领导 、分级管理的原则。国家的物价方针和政策，物价法规和物价计划，由国务院制订和批准。但是，这种行政手段的运用必须以尊重经济规律的要求为前提。随着经济的发展，商品日益丰富，人民对物价变化的承受力也会逐步提高，价格管制的范围将会越来越少。实践证明，价格的管制不宜过于集中，过于死板，管理形式可多样化，管理手段也可以多一些。只要坚持执行全国一盘棋，又能因地因事制宜，在价格管理上就能达到管而不死，活而不乱的目的。 |
