国家卫生服务制度
国家卫生服务制度又称全民医疗服务制度，即所有居民完全“免费”获取医疗服务。此制度为病人所提供的综合性卫生服务，不管其收入如何，整个卫生服务体制的费用主要由国家税收支付。因此，国家卫生服务制度是典型的福利型卫生服务制度。实行这一制度最有代表性的国家是英国。英国自1948年开始实施，多年来，为国民提供了高质量的卫生服务，医疗技术水平保持世界一流。但随着社会的发展，公众对医疗服务的需求不断增长，医疗技术水平不断提高，使更大范围内的医疗服务成为可能，加之政治、经济等多方面的原因，使英国的国家卫生服务制度面临着卫生服务费用急剧上涨、管理模式落后、各地医疗服务水平差距较大等重大问题。英国政府在回顾总结了实行国家卫生服务制度的发展历史后，意识到仅仅增加经费投入是不可能完全解决间题的，必须对整个卫生服务体制实行改革，将国家卫生服务体制的优势同市场体制的优势有机地结合起来。
