| 伯克 中国古代新疆维吾尔族地方官吏的总称。伯克是突厥语的对音，有王、首领、头目、统治者、官吏以及老爷、先生等多种意思。为世袭官职，设置延续到清代。乾隆二十四年（1759），清政府平定大小和卓之乱后，根据新疆的民族特点，任命阿克苏的阿奇木伯克为三品官，伊沙噶伯克为四品官，并陆续推广到其他地区。从此，伯克制度在维吾尔族地区逐渐确定下来。后清政府废除了伯克的世袭制，给伯克加以三品至七品品级，并授予一些特权，而实际权力则掌握在各城参赞、办事、领队大臣等手中。伯克的俸禄按品级的高低授予土地和种地人。伯克的名目繁多，有30余种，大多是盘剥劳动人民的税务官吏。各城的伯克也无固定名额，根据城市大小、事务繁简而设置。同一职务的伯克，品级往往不相同。清政府利用这些伯克来统治新疆维吾尔族地区。光绪十年（1884），清政府将新疆改设行省，以州县制代替维吾尔族地区的伯克制度。伯克的职务虽然被裁撤，但仍保留了伯克的品级，以士绅相待，有的还充当了州县衙门的书吏或乡约，使伯克的势力和影响还存在了很长时期。 |
