乡财县管是指在乡镇政府管理财政的法律主体地位不变，财政资金所有权和使用权不变，乡镇享有的债权及负担的债务不变的前提下，县级财政部门在预算编制、账户统设、集中收付、采购统办和票据统管等方面，对乡镇财政进行管理和监督，帮助乡镇财政提高管理水平。乡镇政府在县级财政部门指导下编制本级预算、决算草案和本级预算的调整方案，组织本级预算的执行。
