【工程实施阶段质.监理1包括三方面内容:1.委托方与监理方要按照国家有关规定签定质量监理合同，规定监理目标及监理事项，按合同要求，提供建设项目的最终产品。2.质量控制:在施工过程中要及时发现施工工艺规模是否满足设计要求和合同规定，对所选用的材料和设备的质量评价，整个过程中工作质量水平的评估。3.质量保证，对取得的实际质量数据和施工单位履行质量职责的程度，与国家有关规范、技术标准、规定进行比较，看是否符合要求。现以大亚湾核电站工程质量监理为例;为保证核电站工程高质量按期完成，业主组织了阵容强大的工程建设监理机构，对工程进行严格的监理。首先对原材料监理，工程使用的每一种原材料都要审查其生产厂家的有关数据资料，并通过试验决定能否在该工程的哪一个部位使角，施工单位不得使用未经监理部门批准的任何原材料。其次对混凝土试验室进行控制，工地上混凝土试验室由监理部门和施工单位共同控制，工程任何部门浇灌混凝土都要由双方共同测试，根据规范严格要求和检查。未经监理许可，施工单位不得浇灌混凝土，否则要炸掉，并且不付工程款。最后要对每一个施工程序进行监理，承建单位每一项施工活动要事先上报监理方，取得认可;在施工中监理方按施工方报告逐项检查，不合格的即下令停工，直至修改合格，方准继续施工。全部施工活动完毕，监理方还要严格检查。
