This paper attempts to use learnt e-Business knowledge and perceived mobile communication-enablement status quo in China to address the e-Business model and applications of e-Business at China Mobile, while offering brief discussions on the IT-enabled support that China Mobile s e-Procurement Platform functions provide to China Mobile s two-level centralized purchasing management system.

By analyzing J2EE development platform advantages and disadvantages between heavyweight with lightweight and analyzing prevalent open resource frameworks such as WebWork, spring, hibernate, combining with government electronic procurement system characteristics, a lightweight J2EE framework is designed based on WebWork+spring+hibemate using standard three-tier J2EE system architecture.
