邮电科技国际合作现代邮电科学技术领域的国际合作。就法律主体在科学研究和技术开发中的权利和义务而言，邮电科技国际合作的内容主要包括:①国际技术转让。如专利实施许可、专有技术转让等现有技术在不同主体之间的横向转移。②国际合作研究如基础研究、应用研究、发展研究和软科学研究中的合作等对未知技术的研究和探索。③国际共同开发。如合资经营、共同开发调查等围绕经济技术工程和计划进行的合资建设和开发。④国际科技交流。包括代表团互访、进修生培训、专家咨询、信息情报交流、举办学术会议、国际展览会和各类技术贸易活动等。邮电科技国际合作方式分以下两类:①双边科技合作。两国政府部门或民间组织相互之间进行的国际科技合作。这类合作依据双方签订的协议或合同进行，这种协议或合同大多是契约性的，双方目的不同，两个相互对立的意愿通过协商达成一致，主要分为协定、议定书、合同和其他文件(如在国际科技合作中经常使用的会谈纪要、备忘录、意向书和草签协议等)。②多边科技合作。是指与两个以上国家的政府部门或民间机构之间、以及与政府或民间国际组织之间的国际科技合作。是当事各方本着共同的目的，通过条约或协议规定各方将来应予遵守的一般规则。
