单兵便携式防空导弹实际飞行高度往往不足3000。米，而现在作战飞机的正常飞行高度均在8 000米以上，对地攻击时飞行高度也多在3000米以上。因此在多数情况下，这类导弹根本打不着对手的飞机。海湾战争以及美军打击塔利班的战争中，美军攻击飞机在对方单兵便携式防空导弹射程之外就发起攻击，令对方单兵导弹无用武之地,我国新研制的前卫-3激光制导防空导弹,解决了这个问题.
“前卫”-3是新型的激光制导防空导弹系统，通过激光测距仪／指示器照射日标的反射光波寻的。它具有如下特点；强大的超低空防空／反导能力、对抗所有电磁干扰的能力，全方位攻击能力，结构简单、体积小、重量轻、易于安装、低成本、适合大规模使用。它主要用做各型水面舰船的内层反导系统，或者作为轻型车载系统遂行机动防空或要地防空／反导防御。“前卫”-3主要性能参数： 弹长2．1米，弹重23”千克，速度750米／秒,最大作战斜距8000米最小作战斜距800米)最大作战高度5000米，最小作战高度4米,单发命中概率；85％，激光半主动寻的制导，能够对抗所有光电和电磁干扰，最大跟踪角速度大于等于]5度／秒，采用激光近炸引信+触发引信，弹头杀伤半径3米。
