语音信息服务业务利用电信传输网络和数据库技术，把信息采集、加工存储、传播和服务集为一体，面向社会提供综合性的、全方位的、多层次的信息咨询服务业务。用户通过电话.就可随时查询到自己所需的信息。电话信息服务系统是由用户终端，公用电话网及语音应用平台三大部分构成的。用户终端可以是包话机、传真机或者是联网的个人计算机不同类型的用户终端通过公用电话网与信息台相连信息台分为两大类，人工查询系统和自动查询系统。通过多种途径收集社会上各类公众信息，对每一大类的信息都建立若干相关的数据库，并经常更新。
