Ha飞到e Bioozhun Guanli Banfo《行业标准管理办法》(注汤成几。trat奴几拒.~onl从ifes3必阳以sta侧勿rds)为实施《中华人民共和国标准化法》和《中华人民共和国标准化法实施条例》，做好行业标准管理工作而确定的基本准则。1空关】年8月抖日国家技术监督局令第n号发布，规定自发布之日起实施。 《办法》共21条。规定了制定该(办法》的依据和目的，行业标准的范围和要求;行业标准计划的编制程序、行业标准制定的方法、行业标准审批、发布的程序和部门、行业标准复审的年限和要求、该《办法》的解释部门、实施日期和废止的规章。 行业标准是为没有国家标准而又需要在全国某个行业范围内统一的技术要求所制定的标准。行业标准不得与有关国家标准相抵触。有关行业标准之间应保持协调、统一，不得重复，行业标准在相应的国家标准实施后，即行废止。 行业标准由行业标准归口部门统一管理。行业标准的归口部门及其管理的行业标准范围，由国务院有关行政主管部门提出申请报告，国务院标准化行政主管部门审查确定，并公布该行业的行业标准代号。 行业标准归口部门应在行业标准发布后30日内，将发布的行业标准及编制说明连同发布文件各1份，送国务院标准化行政主管部门备案。 行业标准分为强制性和推荐性两种。代号由国务院标准化行政主管部门规定。截至1!理)年，国务院标准化行政主管部门(即国家质量技术监督局)已赋予了国务院58个行业标准主管部门的行业标准代号。例如:冶金行业的行业标准代号是大写汉语拼音字母“YB”，冶金行业的强制性标准代号为YB;推荐性标准代号为YBIT。行业标准的编号由行业标准的代号、行业标准发布的顺序号和行业标准发布的年号构成。例如，(低中压锅炉用电焊钢管)( YB4lm-加(X))。行业标准属科技成果，对技术水平高、取得显著效益的行业标准，应当纳人国家或国务院有关行政主管部门科技进步奖励范围，予以奖励。 制定行业标准(含标准样品的制作)的范围是:①技术术语、符号、代号(含代码)、文件格式、制图方法等通用技术语言;②工、农业产品的品种、规格、性能参数、质t指标、试验方法以及安全、卫生要求;③工、农业产品的设计、生产、检验、包装、储存、运输、使用、维修方法以及生产、储存、运翰过程中的安全、卫生要求;④通用零部件的技术要求;⑤产品结构要素和互换配合要求;⑥工程建设的勘察、规划、设计、施工及验收的技术要求和方法;⑦信息、能源、资源、交通运输的技术要求及其管理技术等要求。(邓瑞德)
