本项大奖旨在全面考核中国新闻摄影记者综合业务能力、促进中国摄影记者队伍素质全面提高。以考核摄影记者“图文双全”的综合业务实力，以适应“图文并重、两翼齐飞”办报实践的需要。
“中国新闻摄影记者金眼奖”是考核中国新闻摄影记者综合实力的权威奖项。由中国新闻摄影学会主办，原《人民日报》总编辑范敬宜任组委会主任。
“中国新闻摄影记者金眼奖”参赛记者必须提供3年间国内重大新闻事件精彩瞬间的单幅新闻佳作5幅，一组成功的摄影专题报道，两篇新闻摄影论文，以此考核摄影记者“图文双全”的综合业务能力。
本奖每三年举办一次。
