美国远程通信网络公司研建的公用分组交换通信网，1975年开始服务。1977年该网已连接美国60个城市，并向欧洲、东南亚方向发展。1979年6月，TELENET公司被通用电话电气(GTE)公司兼并,组成通用电话电气远程通信网(GTETELENET)公司，负责运营TELENET网。
TELENET网设有很多交换中心,与用户终端或主机连接的接口有3种:①终端集中器,最多可支持14台75～300波特的异步终端；②主机入网的接口；③既可作终端入网的接口，又可作主机入网的接口，它具有协议转换和分组交换两种功能。用户可通过电话网或专用线访问网内各主机终端。速度分为3级：Ⅰ级可连接速度为59000波特的终端;Ⅱ级可连接速度为9600波特的终端;Ⅲ级可连接速度为1200波特的终端。如采用TELENET公司的处理机,可连接速度为1200波特的异步终端或速度为56000波特的同步终端。
TELENET网可以提供专用分组交换服务、 夜线服务，热线服务的电子邮政等多种方式的服务。该网采取与距离无关的从量制收费标准,包括终端使用费、TELENET公司的处理机使用费、存储设备使用费和通信费。
