由美国经济学家阿瑟%26#8226;;奥肯提出的，用来近似地描述失业率和实际GNP之间的交替关系。其内容是，失业率每高于自然失业率1%，实际GNP便低于潜在GNP3%。例如，假定失业率为8%，比自然失业率高2%，那么按照奥肯定律，实际GNP就比潜在GNP低6%。
