清代东北边疆重镇之一。"墨尔根"是蒙语善射之意。故址在今黑龙江省嫩江县。地当嫩江东岸，墨尔根河之南岸，城以河名。元初属乃颜大王分地，至元中属蒲峪路屯田万户府。明在此地曾置木里吉卫。清初名墨尔根村，达斡尔、索伦、鄂伦春弋猎之地。康熙二十二年(1683)，为抗击俄国哥萨克对黑龙江流域的侵略，决定在黑龙江建城永戍，并自黑龙江至吉林乌拉设置驿站。墨尔根为此区间之一站，村遂改为站，有索伦总管驻此。二十四年建城设兵驻守。二十九年，黑龙江将军自黑龙江城移驻此城。三十八年，黑龙江将军移驻齐齐哈尔城，此城设副都统镇守,墨尔根旧城曾因河水泛滥,于道光二十五年(1845)南徙三里重建（今为黑龙江省嫩江县治所在地）。光绪三十四年(1908)裁副都统,置嫩江府。1913年改为嫩江县。
