This article analyze some problems according to accompanying measures about reform of collective forest property right system in Liaoning Province,such as the leasing time is short,the proportion about the public welfare forest is large,the assessment about compound management pattern is unscientific,forest management plan is unreasonable.

The paper first does the international perspective on forest tenure reform,comparing agricultural reform with forestry reform; then analysize why the collective forest tenure reform lag behind others,and then does the overall assessment.

Based on introducing the trend of state-owned forest tenure reform in economic transition countries,the paper analyzed the change of state-owned forest management thought,management body,management system and that of state-owned forest industry management system during the process of reform.
