The calculation methods of congestion costs in various transaction models are summarized; and then the methods of congestion cost allocation are reviewed, that are the Postage Stamp Rate method and the responsibility based allocation method.

对一次性非重复发生的暂时性差异才作跨期分摊的一种方法。重复发生的暂时性差异，当旧的差异转回时，又有新的差异发生，将其抵消，使其差异永远延续下去故不作跨期分摊。例如固定资产使用的前半期会累积暂性差异，后半期开始转回，本应增加所得税，但因又有新购进的固定资产，产生新的暂时性差异，使转回的差异抵消，支付递延所得税负债也是遥遥无期，故不须跨期分摊。
