全称《中华人民共和国和美利坚合众国关于建立外交关系的联合公报》。1978年12月16日，两国同时发表。公报宣布：两国自1979年1月1日起互相承认并建立外交关系。美国承认中华人民共和国政府是中国唯一合法政府，台湾是中国的一部分。美国将从台湾撤出全部军事人员。中国政府重申，台湾问题是中国的内政，台湾回归祖国，完成国家统一是中国的大政方针。双方还表示将加强经济、文化、教育、科技和其他方面的联系。
