环境管理体系为有效地管理环境而建立和形成的组织、法规、监督体系和技术支持体系。中国环境管理的组织(或机构)体系采取“条”与“块”相结合的形式，国务院设立环境保护委员会，负责“条块”的协调。国家环保局是实施环境管理的职能部门，下设省(自治区、直辖市)、地(市)、县(旗)环保局，形成覆盖全国的四级或五级(含乡、镇)环境管理系统。产业部门也设有从部到省(自治区、直辖市)厅(局)直至企业的环保机构，负责本系统的环保工作。中国环境管理的法规已形成体系。截至1991年《水土保持法》的颁布，国家颁布的有关环境保护的法律己有14个，国务院和国务院各行政部门联合颁发或独立颁发的环保法规几十个，国家发布的环境质量标准13件，排放标准40多件，方法标准和其他标准100多件。环境立法和监督由全国人民代表大会及各级人民代表大会行使。环境管理的技术支持体系主要是中国环境监测总站和各省(自治区、直辖市)、地(市)、县(旗)环境监测站组成的环境监测系统。一些产业部门也有环境监测系统，如国家气象局监测系统，水利部的水文水质监测系统，国家海洋局的海洋监测系统以及_rJ声仁部门的卫生防J.2站系统等.形成了一个覆盖全国的环境监测监视网络。
