【城市土地开发和商品房贷款】为了支持城市土地开发和商品房建设，银行向各类房地产开发公司发放贷款。贷款的重点用于大中城市的住宅建设，结合住宅建设的旧城改造，出售给个人的商品房建设。银行对贷款企业的贷款申请和相应的开发方案或可行性研究报告，必须经过认真的审查和评估，实行择优发放。发放的贷款可以实行抵押贷款，也可实行担保贷款。贷款期限从合同签订之日起，到贷款还清之日为止，商品房贷款一般为一年，土地开发贷款一般为两年。城市土地开发和商品房贷款取得的开发公司，不仅要符合该种开发公司的条件，而且必须符合贷款条件:①开发小区或项目符合城市建设总体规划的要求;②小区的规划、设计经由有权机关批准;③具有计划机关或主管部门下达的年度计划;④以销定产，定向开发，预售房屋贷款一般不低于建房面积的70%;⑤预收定金和预收房款一般不低于销售总价或当年投资的50%;⑥有偿还贷款本息的能力。
