In this article,according to the principle of rational water using and the model of water price designing,and by utilizing the model and calculation of agricultural water,industrial water and using water,the cost water price and bearable water price of the middle field of Heihe River are calculated and analyzed.

This paper introduces the targets and benefits of developing the Zhangfeng Reservoir,expounds the foundations and methods for estimating the water-cost bearing capacity and the loaning ability,and through the comparison of several schemes,puts forward a recommended scheme of the funds raising plan of the project.
