本文以人口学、社会学、老年心理学、老年生理学、景观设计相关理论等学科知识为基础,通过文献研究、实例分析、现场调研等方法进行探讨,试图对我国的老年社区环境建设提出设计原则和方法,希望能为老年人创造一个物质设施完善、精神生活丰富的养老环境,综合提高老年人的生活质量,满足老年人基本需求与深层次需求,将“被动养老”转化为“主动养老”,倡导老年人自信、自立、自强的生活方式,让老年人在享受到社会与科技进步成果的同时,达到身在自然、老有所为、与时代发展同步。

日本体育协会创立的此项赛事以35岁以上的中老年人为对象，由各都道府县选拔选手参赛，在全国范围内举行。第１届运动会将于2001年9月21日～25日在宫崎县举行，比赛项目有田径、游泳、足球、网球、排球、篮球、垒球、羽毛球和高尔夫球等12个项目。以后每年秋季举行，由各都道府县轮流举办。大会经费预算为2亿日元，目前已开始招募赞助商。
普及委员会的成员有前日本职业棒球选手衣笠祥雄、前日本国家足球队选手拉莫斯瑠伟、前日本国家排球队选手大林素子等，每个项目选出了12名著名的退役选手作为运动项目的代表。
参赛资格为年龄35岁以上的日本在住者，不论国籍和运动水平，预计将有1万人参加。
