| 《普拉特修正案》 Platt Amendment 1901年美国陆军拨款案的附加条款 。旨在把古巴变成美国的保护国。由美国共和党参议员、参议院外交委员会主席O.H.普拉特（1827～1905）提出，故名。美西战争后，美国一方面承认古巴独立，一方面却竭力从政治、经济等各方面对古巴进行全面控制。1901年2月美国国会通过《普拉特修正案》。修正案的内容有8条。其中第一、二条规定，古巴政府不得与任何外国缔结有损古巴主权的条约，不得以任何方式把领土让给任何外国政府，不得举借其正常收入所不能支付的任何外债。第三、四条要求古巴政府同意美国行使干涉权，并认可美国军事占领期间的一切行为和所取得的权益。第七条要求古巴为美国提供建立煤站及海军基地所需的领土。该修正案实际上是使古巴完全沦为美国的殖民地和保护国。古巴制宪会议派出代表团赴美谈判，要求取消威胁古巴独立的条款，但美国坚持不准变动。最后，古巴制宪会议慑于美国的压力，不得不把《普拉特修正案》作为附录列入本国宪法。以后，美国凭借这个修正案从古巴攫取了关塔那摩作海军基地，并多次对古巴进行武装干涉和军事占领。1934年美国宣布废除该修正案，但关塔那摩海军基地继续被美国占领。 |
