| 选区 constituency 选举国家权力机关代表（议员）或其他国家公职人员时划分的区域单位，选民开展选举活动和产生代表（议员）的基本单位。现代各国一般都实行区域代表制（又称区域选举制）。即按照地域划分选区，由各选区分别选出本选区的代表（议员） 。选区的划分，通常采取2项原则：①行政区原则。即以行政区（地区）为选区划分的依据。如美国参议员的选举就是按地区划分选区，每州选出2名参议员。②人口分配原则。即按现有人口的多寡，为划分选区的依据。如英国众议员的选举则按人口数划分选区，全国共设 635个选区，每个选区选出1名众议员 。中国的基层选区是按生产单位、事业单位、工作单位和居住状况划分的，基本上实行后一种原则。中国选举法规定，不设区的市、市辖区、县、自治县、乡、民族乡、镇的人民代表大会的代表名额分配到选区，按选区进行选举。西方国家的选区分为大选区制和小选区制两种。大选区制 ，又称多名选区制，指在每个选区选出2名以上代表。小选区制，又称单名选区制，指在每个选区只选出1名代表。选区的划分直接与该国的政党制度有关。两党制的国家一般采用小选区制，而多党制的国家多采用大选区制。 |
