临时建设是指必须限期拆除、结构简易、临时性的建筑物、构筑物、道路、管线或其他设施；临时用地是指由于建设工程施工、堆料或其他原因，需要临时使用并限期收回的土地。批准临时建设和临时用地的使用期限，一般均不超过两年。
