| 普选 general election 凡达到选举年龄的公民，除被剥夺政治权利者外，普遍享有选举权。资产阶级虽然最早提出“普遍选举”的口号，用来动员人民群众参加反封建专制的斗争，但是在他们夺取政权后，却严格限制选举权，规定了诸如居住期限、财产资格、教育程度、性别、种族等选举资格的限制。直到20世纪初才成为一些资本主义国家的选举原则，但这一原则在实践中仍未能得到很好贯彻。中国选举法规定，凡年满18周岁的公民，不分民族、种族、性别、职业、家庭出身、宗教信仰、教育程度、财产状况、居住期限都有选举权，依照法律被剥夺政治权利的人除外。
