The marine circular economy\'s geographical scope include the ubtidal zone - shallow water - the ocean region, inter-tidal region, supratidal belt - the land area (land-based sector take the coastal city as standard), and islands region.
海洋循环经济的发展以海洋资源的高效循环利用和海洋产业的循环经济发展为核心内容,它通过“海洋资源—产品—海洋资源再生”过程,实现海洋资源的高效利用;在循环链的构建上,以海洋产业为核心,分别向上、下游拓展产业链;包括三个层面的模式,即海洋产业内部小循环、海洋产业间层面的中循环和海洋区域整体层面的大循环;遵循循环经济的3R原则,即减量化(reduce)、再利用(reuse)、再循环(recycle);通过物质循环和能量的梯级利用,使得在沿海社会经济系统的生产和消费过程基本不产生或很少产生废弃物,从而从根本上缓解海洋环境保护与海洋经济及沿海经济发展之间的矛盾冲突;海洋循环经济的地域范围包括潮下带—浅海—大洋区域、潮间带区域、潮上带—陆地区域(陆上以沿海市界为标准)和海岛区域;海洋生态工业园区是海洋循环经济实现的重要途径和载体之一。
