中国档案管理理论与实践的论著。何鲁成编撰,1938年出版。全书分10章：概论、行政、文书档案连锁法之理论与实施、点收与登记、分类、编目、归卷与调卷、庋藏、归卷之整理、行政参考资料。概论部分对档案定义、功用以及研究方法等档案学的一般理论、观点作了阐述，并从分析中国档案管理的弊端入手提出借鉴国外经验的必要。档案行政部分提出了"有良好之行政，才能有良好之技术"的思想,对集中制、分司制、集中分司制、分司集中制 4种管理方法进行了比较研究；对档案机构在国家机关中的地位及其隶属关系、职掌范围提出了档案机构应"为行政之枢纽"，"档案管理应有独立组织"的观点,其职掌应包括文书、图书、公报等相关的内容。书中提出了档案机构应以横向，即档案管理各程序为内部分工原则；对档案人员的标准、使用、训练、待遇等问题也进行了研究。管理技术部分分别从点收、登记、分类、编目、归卷、调卷、庋藏诸程序阐述了各环节的功用、现状及改革方法。该书论述的各部分构成了机关档案室档案管理的较为完整的理论体系。甘乃光为该书作序，介绍了文书档案改革运动。
