位于自治区东部呼伦贝尔盟、兴安盟境内。北起嫩江支流古里河,南止高力板 鲁北一线的松辽分水岭,西端与西辽河平原相连,东接嫩江平原。是个沿大兴安岭东麓由北向南延伸的带状山前倾斜波状平原。其范围较小,土地面积仅2462平方公里。地势由东北向西南倾斜,越往东越低,‘海拔200 500米。靠近大兴安岭东部有丘陵分布,相对高度100 300米。河谷众多,河谷阶地宽坦。地面多起伏呈波状形,起伏甚微。因处在大兴安岭东侧山麓向松辽平原过渡地带,对大兴安岭山体起屏障作用,故降水丰富,年降水量可达450 530毫米,河网密度大,支流多,河床宽阔,水质良好。地下水资源也很丰富,且易于开采利用。土壤潜在肥力高,是呼伦贝尔盟、兴安盟的主要粮食产地。主要农作物有小麦、大豆、水稻、马铃薯等。平原上大片甸子地植被繁茂,是良好的放牧场。
