    运用云和降水物理学原理,通过向云中撒播催化剂(盐粉、干冰或碘化银等),使云滴或冰晶增大到一定程度,降落到地面,形成降水。又称人工增加降水。其原理是通过撒播催化剂,影响云的微物理过程,使在一定条件下本来不能自然降水的云,受激发而产生降水;也可使本来能自然降水的云,提高降水效率,增加降水量。撒播催化剂的方法有飞机在云中撒播、高射炮或火箭将碘化银炮弹射入云中爆炸和地面燃烧碘化银焰剂等。
    由于自然降水过程和人工催化过程中的很多基本问题仍不很清楚,人工降水的理论和技术方法还处于探索和试验研究阶段。世界上先后约有80个国家和地区开展了这项试验  ,其中美国、澳大利亚、前苏联和中国等国的试验规模较大  。中国一些经常发生干旱的省、区都开展了这项试验,其中有许多成功的例子。这对于增加降水,缓解干旱的威胁,起到了积极的作用。
