煤电价格联动机制:是为了缓解当前煤电价格矛盾而拟采取的一项措施。国务院批准的《关于建立煤电价格联动机制的意见》规定,以不少于6个月为一个周期,当一个周期内电煤价格变动幅度超过上一周期的5%时,在电力企业消化煤价变化因素30%的基础上,相应调整上网电价,并按电网经营企业输配电价保持相对稳定的原则,调整销售电价。其中,居民生活用电、农业用电、中小化肥企业用电价格一年只能调整一次。
