On the basis of the background of motorcycle restraining policy and the data of the current resident trip survey in the city of Changzhou, this paper proposes a rational framework of motorcycle traffic mode transferring.

Taking Guzngzhou city as an example,the paper summarizes major characteristics of the traffic mode transferring period.

The design and development of data exchange platform are based on service-oriented architecture(SOA),the platform supports the unified services for business access,with the different exchange modes and exchange formats.
