港口建设规划根据港口发展战略目标，确定对未来港口建设的统筹安排。主要包括港口总体布局规划和中长期建设规划。 港口总体布局规划根据全国资源、生产力布局、港口自身特点和未来发展需要制定，是港口发展战略在空间上的具体体现，是编制港口中长期建设规划和选择港口建设项目的主要根据，也是港口城市总体规划的重要组成部分。港口总体布局规划主要内容，是在全面分析港口地理位置、自然条件和发展现状的基础上，合理确定港口的性质、功能和经济腹地，预测港口未来发展需要，对港口岸线、陆域、水域的合理使用，港区、港界的划分以及港口设施的建设做出总体安排并提出建设序列。港口总体布局规划可分为全国的、区域性的和每一港口的总体布局规划。全国港口总体布局规划，是合理确定全国主枢纽港功能、布局、建设规模的主要建设内容。区域性港日总体布局规划，是确定区域内各港口的合理分工。在全国已形成比较密集的港口群的条件下，对既鼓励港口间的竞争，又避免不必要的重复建设和资源浪费，加强区域性港口总体布局规划工作具有十分紧迫的重要意义。每一港口的总体布局规划是在全国和区域性港口总体布局规划指导下，结合本港的实际情况和发展需要，对本港的未来发展做出的总体安排。在中国，全国港口总体布局规划须经国务院批准，区域性港口总体布局规划和主要港口的总体布局规划一般须经交通部和有关省、自治区、直辖市人民政府联合批准。港口总体布局规划一经批准，不得任意修改。 港口中长期建设规划是港口发展战略在时间上的分步实施方案，根据港口发展战略确定的目标，港口总体布局规划确定的建设布局，以及规划期内运输需求和建设资金的可能，提出规划期内港口建设规模、重点和主要建设项目。
