【不同中心分配管理模式】 1.不同中心分配管理模式的基本概念及做法 (1)基本概念 许多人认为集中管理模式过于强调资产管理中的流动性，而没有区分活期存款、定期存款和自有资金对于流动性的不同需要。当定期存款的增长超过活期存款时，它可能使准备资产的增长超过流动性的正常需要，从而使银行资金的盈利性受到损害。不同中心分配管理模式正是针对集中管理模式的缺陷而提出的。其核心是按照不同项目负债流动性的强弱，来确定资产的分配顺序。具体来说，银行资产的运用方式，不能由管理人员的主观意志决定，而立的，就好象在一个特定银行内部同时还存在着活期存款银行、储蓄存款银行、定期存款银行和自有资金银行。 第二，一旦流动性—盈利性中心得到承认并建立起来以后，就要对每个中心的资金分配制定相应的管理政策。活期存款的法定准备金比例最高，周转速度也最快，因而，活期存款中心就要从它的资金中拿出更大的比例分配于第一级准备金，其余资金除大部分要用在第二级准备金以外，可分配给短期贷款。活期存款中』合的资金，不能用来购买长期证券和固定资产投资。定期存款中心的资金，周转速度慢，准备金比率较低，故大部分可分配来作中长期贷款和证券投资，以获取较大利润。此外，极少部分也可分配于一、二级准备金。自有资金中心，其资金周转速度几乎接近于零，基本上无应付提款之虞，因而除了购置银行办公用房、设备外，其余部分可用作发放长期贷款和进行长期证券投资。 2.不同中心分配管理模式的适用性 由于这种模式是根据不同负债项目的流动性，不同的法定准备率以及不同的流转速度来进行资金分配的，因而它可以只保持合理的流动储备而将更多的资金用于放款和投资上，以增加银行的经营利润。该模式在一定程度上实现的流动性目标和盈利目标之间的平衡，比集中管理模式前进了一步。 但这种模式也有一定的缺陷:第一，在同一中心内各种负债资金的周转速度有快有慢。在这种条件下，以一个平均的周转速度来代表某一类存款中所有资金的周转速度，并以此规定该类资金的特定用途，未免失之偏颇。比如、活期存款虽然周转速度较快，但由于此存彼取、有存有取，在银行总会有一个较为稳定的余额供银行长期运用，而不一定要全部投向于现金等短期资产。
