The democratic program,compared with entity demo cr acy,is the form and order to realize the democracy of entity,is also a standard and a system.

But nowadays, in China, the democratic procedure of administrable legislation still not perfect, which caused two problems in the administrable legislation practice: the legalizing of the department profit and the weakened of administrable law and regulations legit operating.

At present,the progressing of procedure democracy is far lagging behind essence democracy,resulting in a number of conflicts and problems.

From the point of view of procedure democracy,in order to give full play to the role of deputies to the People s Congress in democratic supervision and participation in and deliberation of state affairs,and make them better embody the people s will and truly represent the people s interests,we must make some detailed procedural stipulations concerning the election of state organizations.

The procedure democracy is defined opposite to the essential democracy, the essential democracy refers to a situation when everybody has their individual will, and made their decision according to most people s will based on mutual equality.
