Bao Shi-chen's agricultural economic thought
包世臣农业经济思想(Bao Shi一ehen，sagrieultural eeonomie thollght)中国清代早期改良主义思想家包世臣(1775~1855)经世致用的农业经济思想。晚年把自己的主要著作辑为《安吴四种》。 包世臣强调经济利益在经济生活中的意义。他以“好言利”自居，声称自己“所学大半在此”。但他言利的目的在于限制权贵豪势、贪官污吏和封建垄断商人等对国计民生的“月交削”，即所谓“收奸人之利，三分归国，七分归民”。在各种经济政治问题中，他把农业放在第一位。他说:“必言大政，其为农乎!”早年他继承传统的重农贵粟思想，强调“天下之富，在农而已”，认为要“使国富而主德尊”，作为四民之首的“士”必须“修法以劝农”。在重农的同时，他并不盲目排斥工商。他认为“无农则无食，无工则无用，无商则无给，三者缺一，则人莫能生”。后来他对工商的作用更为重视，认为工商业和货币财富不会妨害农业发展，相反，后者可以从前者获得补充，而达到“家给人足”。“利商”和“利农”、“利国”和“利民”是一致的。因此，他提出应把“本末皆富”作为“千古治法之宗”，“子孙万世之计，’o他在强调发展农业的同时，还强调发挥商业和货币因素的作用。例如，在潜政和盐政的改革中，主张雇用商船“海运南潜”和允许商人领票纳税后自由贩销食盐面对清代人口急剧增长的局面，他对农业生产的前途表示乐观。驳斥“生齿日繁，地之所产不敷口食”的观点，认为“夫夭下之土，养天下之人，至给也;人多则生者愈众，庶为富基，岂有反以致贫者哉!”他强调充分利用土地资源，保证农业劳动人手，改进生产技术，可以解决民食问题。他还提出了充分合理地利用各类土地资源的方案，既尽量扩大土地利用范围，又反对广种薄收，提倡精耕细作、合理复种，提高单位面积产量，内容切实而精要。在其他文章中，对兴修水利救荒等亦多有所论述。他非常重视推广先进农业技术在发展农业生产中的作用。他遣责当时的士人嗜读性命词章而鄙视农事，提出要把农业生产和知识技术列为士人治学内容之一，以便为官作吏时以之劝农。在《齐民四术·农政》卷中，他收集了古代农家学说，并结合当前至产实践，从辨谷、任土、养种、作力、蚕桑、树植、畜牧七个方面论述了农业生产与农业技术。 他对当时官绅勾结、鱼肉乡民的情况进行了尖锐的揭露，认为’‘民所以流亡者，由上不依礼、义、信，多虐使以致之”。但他的思想没有涉及封建土地制度、地租剥削等问题，主张在不改变封建生产关系的基础上发展生产，故属于封建主义经济思想的范畴。 (李根蟠)
