【发行甚金储备】发行银行为保证满足市场流通的货币需要，而预先储备在发行库的发行基金。其数量多少，一般考虑这几个因素:(l)一定时期货币发行数量的增减;(2)一定时期回收损伤货币的多少;(3)发行新版货币，回收旧版货币;(4)为应付业务周转的辅底库存;(5)风险储备(如自然灾害等)。在中国发行基金储备是指中国人民银行发行库保管的未进入市场流通的人民币。为保证发行基金调拨禽要，上级行按规定对各辖属行核定一个最低库存定额，即发行基金辅底库存定额，以便加强发行基金调拨工作的计划性，合理使用发行基金，保证合理现金供应，节约调拨费用。其计算方法是:发行基金辅底库存定额上年发行库出库总数保留天数其中保留天数视各地经济、地理、交通、运输条件等因素确定，一般可掌握在印天至100天之内。发行基金储备包括辅底库存定额及超过部分。
