本文通过对黑河市所辖的北安市农村信用社依靠公安机关打击金融犯罪清收不良贷款的个案分析 ,得出如下三个基本结论 :第一 ,在银行大量的不良贷款中存在着相当比重的金融犯罪 ,而仅仅具备行政权力的金融监管部门是无力解决犯罪问题的 ,因而存在手段约束问题 ;第二 ,单纯依靠加强人民银行监管的办法来降低不良贷款比例不能完全达到预期目的 ,存在着主体错误 ,降低不贷款比例的内因和主体都是金融机构 ;第三 ,因不良贷款中存在着大量的金融犯罪 ,必须扩大解集 ,把司法部门引入不良资产化解进程中。

In order to improve the deformability of the members,four specimens of high performance concrete shear wall with several high strength rings like a chain along boundary element in the potential plastic region were designed and the quasi-static tests were carried out according to performance-based seismic design theory.
研究结果表明,三个性能水平对应的层间位移角与构件的损伤程度有较好的相关性,可以用作这种构件的性能指标;根据轴压比和位移延性需求确定的分段约束箍筋数量和范围,可以明显改善高性能混凝土的脆性,使高性能混凝土剪力墙的延性指标达到设计要求。
