补充资料：区域规划的特点
1、区域规划具有基础性的特点。区域规划应该是在对自然、经济、社会、技术等各方面情况进行认真调查研究之后制定的；它的制定同时可为经济建设提供大量可供作为依据的各类资料和实施的方案。
2、区域规划具有区域性的特点。它的制定应当能够反映某地区的资源特点，经济发展和社会发展特点。由于各地区的自然、经济环境是不同的，制定出来的区域规划也不应是相同的。另外，不同级别的区域，不同面积的区域，也应当具有不同的特点。
3、区域规划具有综合性的特点。区域发展涉及自然、人文、社会、经济等诸多要素，每一要素的变动，都可能对区域规划产生较大影响。在多因素作用基础上制定的区域规划当然应当有综合性。
