中国对民族自治地区税收管理权限的各种规定。中国国家税收管理体制的组成部分。
中国是统一的多民族国家。为了贯彻民族政策，积极扶持和发展民族地区经济，改善各少数民族人民的物质文化生活，国家在税收管理体制上，除明确税收立法权属于全国人民代表大会及其常务委员会，凡属国家改变税收政策、颁布和实施税法、开征和停征税种、增减税目和调整税率，由国务院统一规定外，对民族自治地区赋予相应的税收管理权限。1954年财政部税务总局在《关于在贯彻税收集中统一的原则下，明确因地制宜的政策界限的初步意见（修正稿）》中，提出对少数民族地区特殊照顾或特殊纳税，在不影响邻区的情况下，自治区可商同民族事务部门自行决定，并报中央财政部备案；涉及邻区者，报经中央财政部批准后实施。1958年国务院发布的《关于改进税收管理体制的规定》中，有关自治区税收管理机动权限的规定为：自治区人民委员会如果认为全国统一的税法与本自治区的实际情况不相适应，可以制定本自治区的税收办法，并且报国务院备案。1977年国务院批准财政部《关于税收管理体制的规定》中，提出对少数民族聚居地区的税收，可以根据全国税法规定的原则制定税收办法,报国务院备案。1984年5月31日第六届全国人民代表大会第二次会议通过《中华人民共和国民族区域自治法》规定,民族自治地方的自治机关在执行国家税法时，除应由国家统一审批的减免税收项目以外，对属于地方财政收入某些需要从税收上加以照顾和鼓励的,可以实行减税或免税。自治州、自治县决定减免税，须报省或自治区人民政府批准。根据上述精神，对西藏自治区实行了鼓励和照顾的税收政策，体现了税负从低、手续从简、灵活性大的特点。此外，国务院、财政部和国家税务局在制定的税收行政法规和规章中,对民族自治地区也给予了较大税收管理权限。如:国务院发布的《中华人民共和国产品税条例（草案）》（1984）规定：少数民族地区生产的民族特需商品，照章纳税有困难的，给予定期的减税免税。《中华人民共和国城镇土地使用税暂行条例》（1988）规定:经省、自治区、直辖市人民政府批准，经济落后地区土地使用税的适用税额标准，可以按全国统一规定的最低税额在低于30％的幅度内确定。中国对民族自治地区在税收管理方面所作的规定，对扶持和发展少数民族地区经济提供了积极的保证。
