1950年 7月文化部邀请戏曲界的代表人物、戏剧专家以及文化部戏曲工作的负责人员组成戏曲改革工作的顾问性质的机构。委员会由周扬、田汉、欧阳予倩、洪深、杨绍萱、马彦祥、李伯钊、赵树理、阿英、翦伯赞、老舍、艾青、曹禺、马少波、阿甲、刘芝明、李纶、马健翎、张梦庚、王亚平、伊兵、郑振铎、周贻白、焦菊隐、王瑶卿、尚和玉、萧长华、王凤卿、马德成、梅兰芳、周信芳、程砚秋、尚小云、荀慧生、谭小培、鲍吉祥、高百岁、袁雪芬、刘南薇、龚啸岚、韩世昌、连阔如等42人组成，周扬为主任委员。委员会于1950年 7月举行首次会议。会上,周扬说明委员会的工作任务是:①审定戏曲改进局所提出的修改与改编的剧本；②对戏曲改进工作的计划、政策向文化部提出建议。会议回顾了1949～1950年一年来的戏曲剧目审定工作的情况，在肯定了成绩的同时，认为："无论是以单纯的行政命令禁演，或是采取放任自流政策，都是不对的。"因此会议在重温《有计划有步骤地进行旧剧改革工作》专论中关于"有利"、"无害"、"有害"这一审定剧目标准的基础上，又进一步提出：对下列情况之节目应加以修改，其少数最严重者得予以停演：①宣扬麻醉与恐吓人民的封建奴隶道德与迷信者；②宣扬淫毒奸杀者；③丑化和污辱劳动人民的语言和动作。同时指出审定工作必须注意神话与迷信及爱情与淫乱的区别。根据上述标准，会议对当时各地提出应当停演的剧目，逐一慎重讨论，认为:《杀子报》、《九更天》、《滑油山》、《奇冤报》、《海慧寺》、《双钉记》、《探阴山》、《大香山》、《关公显圣》、《双沙河》、《铁公鸡》、《活捉三郎》等12出戏应予停演。此外，对北平军管时期文化接管委员会所宣布停演的《四郎探母》一剧进行了讨论，决定此剧应作重大修改后演出。
