【专业银行】专门经营某一方面信用业务的银行机构。在商品经济的发展过程中，不仅要求有统一发行货币，执行宏观金融政策和进行宏观调控的中央银行，还要求有与之相配合的专门推行某一方面金融政策的专业银行来从事各种信贷、投资、国外资金往来的具体金融业务。专业银行有按服务对象设立的农业银行、对外贸易银行、储蓄银行等。如法国的农业信贷银行是办理农村金融的专业银行;前苏联的对外贸易银行、美国进出口银行均从事对外贸易信贷和结算的专业银行。专业银行有按贷款用途或贷款方式设立的投资银行、外汇银行、不动产抵押银行、贴现银行等。如前苏联的建设银行是基本建设投资的专业银行;东京银行是日本外汇专业银行，代理日本政府接受外汇资金存款，办理对外债务和证券。中国工商银行、中国银行、中国农业银行、中国人民建设银行都曾是中国的专业银行，它们并非单一地按照服务对象或贷款用途加以划分，它们的基本分工实际包含两种划分方式。中国工商银行主要办理中国工商信贷和城镇储蓄业务，也办理部分外汇业务和固定资产投资业务;中国银行是国家外汇、外贸专业银行，也办理少量储蓄业务;中国农业银行主要办理中国农村金融业务，也办理少量城市业务和外汇业务;中国人民建设银行是办理中国固定资产投资的国家专业银行，也吸收储蓄存款和部分流动资金贷款。随着国家金融体制改革的不断深人，这些专业银行将把政策性业务分离出来，从而逐步演变为国有商业银行。
